The Eleven have decreed they need a spy to watch the Core, to make sure they see nothing as the colonies prepare for a new war, one the Core will never forget. Eire Rezouac, a man born to the Core but now Colony through and through, asks his eldest daughter Fiera to take up the challenge. To the amazement of the rest of the Eleven - and her family - she agrees to accept a mission that could end in her death.

She is given a new identity and access to wealth beyond what she could imagine, in order to place her among those who would know the doings of the Assembly. She has also been granted the chance to go to the most prestigious university in the solar system as a part of her cover. Saying goodbye to her father and her family, for what could very well be the last time, Fiera heads into the heart of the Core. She is unaware of the intrigue that awaits.

Kuen Nakano wasn't happy at the Academy, but his life had purpose and he was content with that. Then his mother's aide arrived and turned that all upside down. He was summoned home, to take his place among the other young men and women of his caste, to further his education and serve his mother's purpose. This was a world Kuen knew nothing about as he had lived in the rigid, militaristic structure of the Academy from the time he was three.

Ordered to attend the university, to interact with others, and to learn how to behave in formal society, Kuen finds himself drowning in a sea of intrigue, politics, and those who wish only to gain favor with his mother by being friends with him. Alone, hiding his confusion and insecurity behind arrogance and a brash nature, Kuen discovers that the world of the elite on Bouarus isn't quite what it seems.

Fiera and Kuen are joined together by chance, but find enough in common that they pursue a friendship. That friendship becomes something deeper, but when war comes, they have a choice to make - do they stay together and hide until it's over? Or do they risk their lives to make it back to the Colonies, to take the information they've gathered to the Eleven so the Colonies are better prepared for what they'll be facing.
